Most foreign citizens need a Mongolian visa to enter the country (exceptions are US, Israel, Malaysia, Philippines, Poland and Singapore). In some instances, transit visas (if you travel on the train from Moscow to Beijing and are not leaving in Ulan Bator) can be obtained at the border, but recently, travellers are reporting problems obtaining the transit visa.
You need an invitation and a copy of a booking of tickets or hotels for the duration of the intended stay.
No visa is required for Americans visiting for fewer than 90 days. Visitors planning to stay in Mongolia for more than 30 days are required to register with the Immigration, Naturalization and Foreign Citizens Agency in Ulaanbaatar during their first week of arrival. Visitors who fail to register and stay longer than 30 days may be stopped at departure, denied exit, and fined. Americans planning to work or study in Mongolia should apply for a visa at a Mongolian Embassy or Consulate overseas. Travelers from Israel, Malaysia, Philippines, Poland and Singapore still need a visa can obtain the Mongolian visa within 24 hours without invitation provided they intend to stay less than 2 weeks. Most Mongolian Embassy accept visa applications by mail and can issue the visa within 5-10 days. At the Mongolian Embassy in Moscow, and at the Mongolian Consulate in Irkutsk, it is possible to receive your Mongolian visa in one or two days (for about USD 30-50). Apply for the visa immediately when arriving in these cities. The following Mongolian embassies can issue visas:
